SALW Control Training Manual for West Africa

Though the burden of disrupting the drug-SALW nexus is on official agencies—notably the police, legislature, and border control—civil society organizations (CSOs) can play a useful role:
• Serve as a community-level ‘tripwire’, alerting community leaders and possibly lawenforcement authorities that drugs and SALW are entering a community;
• Provide publicity campaigns on the deleterious effects of the drugs/SALW combination;
• Learn from the experience of other communities in West Africa and elsewhere, and disseminate those findings as examples.

The ideas and recommendations in this publication were developed as part of a consultative process that included numerous individual conversations as well as a consultation with WHRDs from Africa, Asia, Latin America and the Middle East who defend a range of human rights, including women’s human rights. The toolkit is a practical resource that emphasizes that advocacy is possible even in restrictive contexts. The toolkit places the planning process within the context of risk assessment and mitigation, which is essential in these environments.   

The COVID-19 crisis has increased authoritarian restrictions on civil society globally.  Though this toolkit was produced prior to the pandemic, the case studies included speak to a moment when advocacy  needs to navigate around such restrictions.

This manual was introduced to help Civil Society Organizations (CSOs) get more involved in projects and processes of the Global Fund to Fight AIDS, Tuberculosis and Malaria, as well as other malaria control programmes.
Through capacity building of CSOs, this guide seeks to improve the impact of implemented programmes on vulnerable populations and malaria-affected communities.
